Key Republicans in the U.S. Senate have defied President Bush and moved ahead with a measure on the treatment and trial of terror suspects that he opposes.

The Republican-led Senate Armed Services Committee approved a bill that would give prisoners more legal rights than the President wants. In a 15 to 9 vote, the panel also broke with the president in his attempt to bypass international treaties on the humane treatment of prisoners during interrogation.

Four Republican Party members, including the committee chairman, John Warner, as well as John McCain, Lindsey Graham and Susan Collins, who also chairs the Senate Homeland Security Committee, backed the bill, which also gained the support of all the Democratic Party members of the panel.

The bill will now go to the full Senate for its vote, perhaps as early as next week.

Mr. Bush's version of the legislation has also came under attack from his former Secretary of State, Colin Powell. In a letter to one of the Republican senators Thursday, Powell argued that "the world is beginning to doubt the moral basis" of the fight against terrorism. He argued that Mr. Bush's proposals would add to those doubts.

Powell also echoed a concern that looser controls on interrogating prisoners would put U.S. soldiers detained abroad at risk.

The defiance from Mr. Bush's fellow party-members comes as lawmakers are preparing for key congressional elections in November, in which Republicans hope to keep control of both Houses of Congress.

Mr. Bush has spent the last few weeks delivering a series of speeches outlining what he calls progress in the war against terrorism and calling for tougher legislation to carry out his goals.

Democrats have accused Mr. Bush of focusing on terrorism and new legislation to divert attention from the war in Iraq. Americans are becoming increasingly opposed to U.S. involvement in Iraq.

Earlier Thursday, President Bush went to Capitol Hill to make an unusual private appeal to Republican lawmakers in the House of Representatives to back his approach.

On Wednesday, a Senate panel approved President Bush's request for the right to wiretap, without a court warrant, international calls in America. That request now goes to the full Senate for its vote.
